It's likely that his parents or other significant siblings were treating him either in an abusive or neglecting manner.
(i.e. either they let fly the fact that he was getting involved with explicit material or behaving in a certain way, without much if any discipline, or the parents siblings treated him in a rather cruel way.

From someone who is both AS and ADD, Ritalin alone doesn't take away a person's free will, from my experience, nor is it a coping mechanism from feeling frustrated either. It does address some of the temporary wanderings from reality that make life irritating when say, you mess up while hearing multiple lines of command from others, but it is not a question of curing your inclination and/or carrying out depraved acts like this.
Chances also are this kid was fantasizing or doing some rediculous porn crap while his ineffective parents let whatever their son was doing just go by without any discipline whatsoever.

It is so completely horrible: the whole story and the fact that it could or could not have been fabricated, in the end. The school's lack of appropriate response, whichever turns out to be the truth, is unforgivable, though.
I have made available an open channel of support for this family and nobody has taken it up. I have sent personal messages to the sister of this child and she is so absorbed in her own psychological dramas, she just never responded. In the meantime, I have no idea what is happening to the child (in fact, no idea whether she is aspie, even).
For all of those that had abuse happen to them (as children or adults): I am so sorry. Please speak up. And when you grow up, please do not let it go, keep speaking up. Family and school authorities really can screw things up. YOU are the one that must make the truth known.

This is (expletive deleted) sick. The kid should be charged, the principal should be fired and barred from any profession involving supervision of children.
How come the law & order types are always so keen to come down hard on anyone they perceive as a misfit, but always so ready to excuse (and often actually contribute to) bad behaviour from people perceived as socially dominant?
Sending the girl back to the school, what a horror show.

That's intresting they brought it on themselves by trying to take action? wow this disgusts me....I mean not only is that terrible, but what kind of a school official or whatever actually justifies due to someone trying to take action against it. I loath people like that, they're the ones who helped make my childhood hell, because it was my fault I got bullied because I couldn't be 'normal' well yeah this pisses me off.....I almost want to write a nice little letter to that school about how sick, twisted and screwed up they are.

On top of that, this was done
while the other students were watching
, so they handled this way below just plain "poorly", they handled it atrociously. I wouldn't say the lack of response is anything new, though. Most schools generally turn a blind eye to bullying of any sort, but especially sexual harassment/rape/bullying of a sexual nature, often because that subject is considered "taboo" by society as a whole, the same way spousal abuse is. Most children generally don't know much about this sort of thing, as parents often have the idea of "They're children, they don't need to know about (this/that/the other)", and thus feel the need to shelter their kids. That said, even a 9-year-old should know that rape is a serious crime that should be dealt with accordingly.
Yes, it is a tragic comedy, the world we live in.
And people wonder why the victim is always blamed. Just look at the way the people in power, the people in authority, the people who are supposed to be moral, failed to respond morally and decently. It really any wonder this world is screwed up. The fact is victim blaming is the norm and not the exception. I see this trend as slowly changing, hopefully things are better since 2008, although probably not much better.
