ADHD cartoon characters?
I'm quite sure that Esteban (from the 1980's anime 'The Mysterious Cities of Gold') has ADHD, abet somewhat mildly.
He's also very, VERY naive, so I think he may have a touch of AS (could happen)

Aang from Avatar the Last Airbender certainly has some ADHD moments. The obvious is Bart from the Simpsons, GIR from in Invader Zim if he counts, he is a robot afterall so maybe it's just malfunction. Flash from Justice league and Ben from Ben10.....possibly half the population of South Park....

Kuzco's personality traits are represented by animals in the show The Emperor's New School:
Monkey = Distractibility, aspirations, mischievous, "The Monkey Mind"
Gorilla = Anger, tantrums, human nature
Rabbit = Speed, drive, hyperactivity, reverse Aesop's fable
Tree Frog = Impulsivity, "jumping into" situations, heroism
Llama = Emotional lows, depression, clumsiness, practical joking, comedy
Sea Cow = "Laziness", laid back, messiness, executive dysfunction
Squirrel = Hyperactivity, playfulness, ingenuity
Chipmunk = Youthfulness, energy
Panther = Accident prone, risk taking behaviour, reckless, easily hurt and in danger
Chinchilla = Excitability
I like what they did there with the symbolism.
Yzma: No.
Kronk: If I could work the label maker... I'd label you unkind to animals.
There are lots of references to labelling in the show. Yzma has a compulsion to label: "I really should label these potions". There's also the idea that potions (medications?) can't always solve every problem.
Kronk frequently gets turned into a Hippo by drinking the potions.
(Reference to Wittgenstein's "Hippopotamus in the room"?)
Some of these themes seem really advanced for a "kid's show".
I think there's another episode where Kuzco arrests people for acting like themselves: "No being a kindly father figure" etc. People can't help being themselves, even when being themselves is a crime. When all of the people are locked up in the dungeon, the world literally loses its colour and personality.
Which makes me wonder about the label of "ADHD": does the label make being yourself a "crime"?
Kuzco says that school is like a prison.
He feels like he doesn't "fit in" and gets into confrontations with his peers.
He would like to "fit in like normal people".
Maybe Kuzco's issues are due to him being educated in a passive environment that doesn't fit his active learning style. Perhaps he'd have done better at a performing arts school or a vocational college. A learning culture that was "Less talky" and "More doey!" might have suited him better.
Maybe his acting out is a reaction to being an orphan and not having a father?
Perhaps a lot of Kuzco's acting out is because he was "spoiled" as a child?
These reactions could present like "ADHD".
Also perhaps his "learning disabilities"?
He says that "Spelling's hard!" and can barely write his own name.
Could this be severe dyslexia?
He has a vivid, visual, non linear, multidimensional communication style.
He has severe organisational difficulties.
He can stop the show using a remote and appear in several different "time zones" of the story at once. He daydreams a lot.
Where he is in time and space is ambiguous. He seems to be able to exist in alternate dimensions and realities simultaneously.
He has trouble organising his thoughts and rambles on and on.
He frequently hands his homework in late or doesn't do it at all.
Perhaps he would've benefitted from extra help.

Jake Long: American Dragon
-Spiky character design: high energy, high yang "chi", appeals to young male audience
-The "Dragon" character trait is genetic, running in the Chinese side of the family
-He has a cheerful, lively and "gifted" little sister who uses her Dragon abilities to help her hyperfocus on academics, extra curricular activities and helping others
-The Dragon trait makes it difficult for him to pay attention: he gets into trouble at school, has physical accidents, makes mistakes in training
