This Charter is intended to allow the PQ to cobble together a stronger minority government by being the purest of the pur laine. They've done their sums, and they believe that they can rule without a single MNA from the island of Montréal. They are quite prepared to be international laughing stocks if it makes them maîtres chez eux.
This may be the worst government in Quebec's history. Latest news is the PQ is punishing school boards for wanting to be exempt from any charter by putting abolition of school boards on the table. I'm hoping more Montrealers will wake up to the fact that we are being seriously s**t on and its time either for autonomy as city state with distinct status in Quebec or outright provincehood for Montreal island and probably some adjacent bilingual areas in Western Quebec
