I'm not sure countries can get kicked out of NATO like that. Besides, this is not really a NATO conflict where the clause of "attack on one is attack on everyone" is invoked. Remember that countries like Germany almost never participate in NATO coalitions, and most European countries are funding their militaries waaaay less than they have promised (2% of GDP). Check out the graph on this one, only 4 NATO countries actualy invested the amount they agreed to. Luxemburg even has 0.4% of GDP as military funding, even though the Luxemburgians are the wealthiest people in the world. So if NATO countries started to kick all the freeloaders out there wouldn't be anything left. Although it could be argued that Greece is only able to pay for defense because the countries in Northern Europe keep them afloat, they are so broke.

It is probably true that countries cannot just be kicked out of NATO at the drop of a hat, however, if Turkey does not want to help in reducing the threat of ISIS drastically then for sure it is time to ease them out of NATO as effectively as possible. This is hardly the first time they have refused to aid us in fighting international terror groups, they have a track record of refusing to help even when Arab nations like Egypt are cooperating.
