Obviously the government has never heard of private networks. Why is everybody’s responsibility to safeguard a nation’s infrastructure? Remember Y2K bug? Same kind of nonsense. This has little to do with the "internet". By all means safeguard infrastructure.

If they want to shut down the internet, why don't they just go ahead and do it? The President could issue an executive order tomorrow that would eliminate the internet. Without the internet, a PC is little more than a glorified word processor, and indeed in the early 90s there were inroads made into the market by companies making specialized PCs that were basically limited to word processing and spreadsheets. Just go ahead and skip the funny business and outlaw computer networks. Anybody who sets up a BBS gets the death penalty. Computers are hereby ordered to be single use-word processing and spreadsheets ONLY! Everybody has 90 days to switch out their PCs for the new, less capable versions. Anybody who doesn't will be arrested. They could do it tomorrow, so why don't they?

Because they don't want people to notice that they're taking away their freedom. They want people to give up their freedom willingly, hence the scare tactics etc.

Why? Does it give them warm fuzzies to pull a fast one on people? Are they all in the mold of Saul Alinsky who thought that the best way to get what you want is to play a con game with the minds of people you view as dumb? Just do it, and crush the resistance. They have more soldiers than the resistance does, and on top of that the patriot "resistance" really isn't a resistance at all, bunch of fat dummies in the woods with cheap surplus camo and Arab made AKs playing soldier. Simply flatten them, and then ask if there's any more. Nuke a few cities, the people will get the message.

And if they want those cities and citizens? If they're actually greedy rather than trying to mess with people just because they're grumpy?

In addition, this plot is only really effective for a worldwide, unchecked ruling cabal.
