I need to know what scholarships or grants are there for people already in college, or for those who don't have enough to pay for tuition.

Explanation: Today, I returned a form that allows me to pay one-half of my tuition by the end of this month. I have until October 28th to figure out how the hell is
the other half going to be payed for.

Umm, that's kinda vague....

Have you filled out your FASFA?

http://www.fafsa.ed.gov/

That's usually the first step to getting ANY sort of aid and it should give you a good idea of what sort of grants you might get...

Other than that, you should probably check your school's website for scholarships offered... but, honestly, its probably too late for a scholarship this term.

Have you considered getting a loan?
