Do you know of any cartoon characters that are depressed or just plain emo? I can think of a few:

Eeyore (Winnie The Pooh) (This one should be pretty obvious)
Hardy Har Har (Lippy The Lion & Hardy Har Har) (Poor, poor hyena...)
Pedro (Excel Saga) (NOOOOOOO!! !! !!)
Marvin The Paranoid Android (Hitchiker's Guide To The Galaxy) (Not a cartoon, but I couldn't resist adding him!)
Charlie Brown (Good greif!)

Most Gundam heros (Amuro, Camille, etc, granted Camille had good reason to be depressed, the whole parents dying thing kinda does that to you, Amuro was just a baby though)
Shinji Ikari from Neon Genesis Evangelion (he seems to me to be like many aspies get around high school with the whole Porcipine Dilema thing)
Chuckie Finster, maybe not depressed but defientally weird

He traveled around with a black cloud literally over his head at all times .

It was the Hedgehog's Dilemma, actually, re Shinji Ikari.

While not actually a cartoon character (hey, someone included Marvin the Paranoid Android), sometimes, the Doctor from Doctor Who gets depressed or sullen, especially during the new series, although there is an excellent example in the first episode of Pyramids of Mars (the Doctor talks about going back to Earth, and how he wants to get on with his travels), as well as the second episode of "The Two Doctors" (in a monologue, the Doctor, expecting the Universe to collapse after hearing of dangerous time experiments, laments the loss of all life).
