How is that going to stop criminals in anyway from simply reprogramming the gun to work without it or getting non tracked guns from elsewhere?

I think the problem its supposed to address is the recurring situation where a child gets their mom or dad's gun, then takes it to school or whatever.

But what triggers the part where the bracelet knows it's stolen? Somebody reports it and that gets put into a database? But a parent wouldn't report the child; they'd retrieve the gun.
