You can, in Holland, "none of the above" is valid, but no such option is spelled out.
What you do to vote as such is hand in an empty ballot. it'll be counted in the total, but no vote is distributed; if enough people vote "blank", political seats will start being unfilled, as noone will have enough votes to fill them; # of votes needed for a seat is dependent on amount of ballots handed in, not the actual votes given. 1 seat is, for example 0.7% of all votes, and 1% of people vote blank, one seat will be empty.
