None of the above as an option to vote?

Here in Poland people are becoming more and more disgusted with our Polish political scene, some deliberately give invalid votes, and some do malicious annotations on the ballot, for example. "Polish politicians are sell out pigs" and there are also those which I do not quote because they are vulgar. Some postulate introduction to the Polish electoral system the "none of the above". Apparently it works in many other countries.

I would vote if we had such a ballot option here in the US.

You can, in Holland, "none of the above" is valid, but no such option is spelled out.
What you do to vote as such is hand in an empty ballot. it'll be counted in the total, but no vote is distributed; if enough people vote "blank", political seats will start being unfilled, as noone will have enough votes to fill them; # of votes needed for a seat is dependent on amount of ballots handed in, not the actual votes given. 1 seat is, for example 0.7% of all votes, and 1% of people vote blank, one seat will be empty.
