Yes it is but if its not a violation of dress code I dont see a problem because we have increased sexuality these days with the religous communitys control waneing their is nothing wrong with it has long as protection is used so we dont have teen pregnancy. Its better that way so people will have expreince and will know a bad and possibly dangerous relationship when they see one. Yes I am very open minded.

But when it comes to how sewxy girls are
The most important thing is the girl and het attitude (well, and figure offcourse, go figure  )
Most likely it has some ground in the forbidden fruits tastes best kind of thought
because it is often related to the katholic school girl uniforms |

| What about bi/lesbian females? If our opinions are of interest too, then yes -- it's for the exact same reason that lingerie can occasionally be sexier than nudity. There's an implication, a want to see more. It piques your interest a little more than seeing it all at once. |

i'd say it really depends on the person. having a mere suggestion of nudity can be more of a turn on for some than a naked leg.
for me it would depend on what kind of a mood i'm in. i went to a boarding school so the girls wore skirts and long socks so it might bring back memories from high school, but in general i'd say there isn't a significant difference in sexyness either way. |

It really depends on how "pretty" the rest of the girl/woman is. However, all else being equal, the answer to your question is "Yes".
I think that it's because the long stockings tend to conceal more, while at the same time drawing attention to a "glimpse of the promised land" in much the same way that a brief flash of decoletage is usually more interesting than a plunging neckline.
Some of us guys are turned on more by just a little teasing than we are with a flagrant display of feminine attributes.
