This is my case against the (DPW), Pennsylvania Department of Public Welfare.

It is necessary for me to file this case because my disability makes me a target to be bullied. Human Services has no training in the awareness of bullying. I am not getting any help from Human Services to protect me from this bullying. It's as if any training they might have about bullying is all about ignoring it and giving me the runaround when I ask for help.

I am being bullied by an abusive landlord that is targeting me because of my disability. I am getting no help from Human Services to protect me from the bullying. Without getting any help from Human Services the situation with the landlord has progressed to the point of filing an eviction against me. I have contacted the U.S. Department of Health & Human Services. I am getting the same runaround from there as well.

I am someone with a disability. I live on my own, but I am renting and I have a landlord. This landlord was informed of my disability when I moved in. As soon as I moved in, this landlord approached me by coming to my home and luring me outside even though I did not want to go outside with him. Then when we were alone together and there were no witnesses, he was rude and abusive to me. He showed hatred and prejudice towards me from the very beginning. His abuse has continued and now it has progressed to the point where he has filed a complaint to evict me. His complaints against me are based on lies.

Within the DPW is The Bureau Of Autism Services. The Bureau of Autism Services has an Adult Autism Waiver program. I am enrolled in the Adult Autism Waiver program. It was January 2010 when I first started with the Autism waiver program. It was by this time that I was able to see the warning signs of what was happening with this landlord. I was not taken seriously and I didn't get the support that I needed to stop what was already a bad situation with the landlord from progressing into eviction measures. The landlord first expressed his desire to evict me in May 2010. I received official court papers in July 2010.

I did not get the proper services I needed to advocate for me so that this eviction process could have been prevented in the first place. I am presently not getting any help from human services to help me stop this eviction process. I have to get the proper services to help me stop the progression of this eviction and be safe in the home that I am in now.

I have to be safe in my own home. I have a right not to be bullied in my own home. Bullying has to be taken very seriously even when there is absolutely no physical contact. I have emotional stress from the direct result of bullying from a landlord who has provoked me from the very beginning when I first moved into my present home. I am very stressed out at the possibility of losing my home and being homeless. This landlord is in fact abusive and treating me with discrimination. I don't want to be patronized and told I need medication to relax without getting any help to stop the bullying that is causing me the stress.

I have be safe and secure in my own home. When I say I am not safe in my home, I get excuses that the building is safe and nobody has tried to attack me in my home. It is not safe for me to live on the private property that is owned by a landlord who is showing discrimination against me.

The landlord has written in his complaint against me that I have parked numerous vehicles on other neighbors property. Those numerous vehicles are the vehicles of caseworkers that have arrived here. This could be just one example of proof that the landlord is discriminating against me because of a disability. This also shows his nature of how he twists things around. The landlord is complaining about the vehicles of the caseworkers. In his complaint he doesn't even specifically say that. What he does is change it around and make the accusation against me that I am the one parking numerous vehicles on other neighbors property. His accusations against me are so insane that when I respond in detail like this explaining just how insane his accusations are, the response can come out sounding insane.

I have rights and they are supposed to be protected. Being in the position of getting mental health services, no one is taking me seriously when I say that this landlord is demonstrating prejudice against me.

Without any help to protect me from a landlord who bullies, I am exposed to a lot of stress. When the stress becomes too much that a breakdown is imminent, Health and Human Services is there to provide hospitalization and medication.

Mental health services is only useful for treating mental stress after the fact. I have to have sufficient services that shields me from bullying and protects my rights from people who commit crimes against me. I need protection from the sources that cause the mental stress.

Human services is not recognizing my human rights when I say I have mental stress about a landlord that is violating my human rights, and they patronize me like there is no valid reason for me to have mental stress. They don't recognize my human rights when they don't recognize my right to be safe. Not acknowledging the problem I'm worrying about is in fact real. And then when the problem is neglected, it progresses and become a bigger problem. That's why it's their fault that the problem became an eviction complaint from he landlord.

Mental stress. Having mental stress is an illness. Result of an illness. Effect of an illness. Manifestation of an illness. No, they don't recognize that it's over an actual significant thing to be worried about. Which in this case happens to be the bullying from the landlord. They don't recognize any valid reason to have mental stress. So I was treated like the bullying of the landlord did not exist.

I am not getting any services to mediate between me and the landlord. I am not getting the services I need to protect me from being bullied in my own home by an abusive landlord.

I have to get the advocacy to protect me from people who commit crimes against me. I have to have services that shields me from the bullying. I have to be able to say I need help in the beginning as soon as a situation arises, and that I will get the protection I need to prevent me from being a crime victim in the first place.

I was left alone to fend for myself against an abusive landlord. He provoked me until I had to tell him to leave me alone. The landlord came to my house to provoke me. In the complaint he has filed against me he states that I confronted him. He was the one who came to my house to provoke me and confront me.

It cannot be any clearer that this landlord is a bully. He came to my house to provoke me to the point where I had to tell him to leave me alone. And now he continues to bully me more by claiming that my simple act of telling him to leave me alone is a confrontation against him and thus a violation to evict me for.

Without any help the situation got so bad I had to call the police on the landlord. The landlord has responded by complaining that my calling the police has caused a disruption of the peace and enjoyment for the other neighbors.

Any connection with Health and human services takes away all of my rights to call the police and be taken seriously when I am a crime victim. It is because of my enrollment with the human services that my rights are ignored when I call the police.

When my enrollment in health and human services causes me to become blacklisted from getting equal protection from the police, I especially needed human services to advocate for me and protect my rights.

I'm an independent person, but when it comes to people relations, I need such human services agencies to mediate for me with people who violate my rights. The reason I sought out mental health services in the first place was because I needed help with situations like this. I should live in a safe home without having any abuse from a landlord. This landlord was informed of whatever disability I may have. Now this landlord is demonstrating prejudice against me. This landlord is attacking me with full force to attempt to legally evict me.

Instead of the DPW responding to this complaint by hiring lawyers to fight me, it would be more productive for them to use the same money to hire lawyers to defend my right to be safe in my home that this landlord wants to take away from me.

Once my safety is secured, the next step I have to pursue is to get into a permanent safe home. Housing assistance that usually has been available to assist in renting, should also be available for purchasing a home.

Another problem I have with the DPW is arguing with them about recognizing my abilities. I have the ability to go to college. The problem I have is being discriminated from college. I have to get the help to solve that specific problem.

The saying "teach a person to fish", well first I have to be given the f*****g pole. I have to have the guaranteed right to be safe in my home. It is impossible for me to pursue any goals of becoming independent when I am worrying about the stability of my home.

Bullying has to be taken seriously. I need services that protects me from bullying. I should not have to worry about being bullied by a landlord so that I can pursue goals of going to college. The ultimate solution is for me to be in my own safe home without any landlord. I want to go to college. When I no longer have a landlord, I would like to see the money used to send caseworkers to be redistributed to give me a grant to go to college.

I have been emotionally abused by my mother my entire life. I am an easy target for abusers because they sense that weakness about me.

This landlord was abusive to me from the very beginning. His behavior towards me is absolutely atrocious in a situation when I was alone with him. It became necessary to tell this landlord to leave me alone. It is impossible to tell this landlord to leave me alone. He lies and claims I confronted him when all I did was to tell him to leave me alone.

If the landlord comes to my house, it is a very dangerous situation for me to be alone with him. The landlord doesn't just ignore me when I tell him to leave me alone. He lies and claims it is an attack on him. I have to complain to the police that I want him to stay away from me. It is a very dangerous situation for me when the landlord comes to my house and bullies me, then he lies and makes up stories that I confronted him.

When the police know I am involved in human services, my complaint isn't accepted with the same validity of other citizens that they consider to be worthy of respect.

I discovered very quickly that I couldn't communicate with the landlord. I am capable of communicating. It is beyond my capability to attempt to deal with an abusive person who refuses to communicate with me. That's why I needed the human services. I needed caseworkers to do that for me. The caseworkers wouldn't take me seriously about how unstable the situation with the landlord is.

The caseworkers didn't effectively communicate with the landlord for me. The situation became so unstable that it became an eviction complaint against me.

This landlord is committing crimes against me. When the caseworkers won't see that then it turns into arguments with the caseworkers about my right not to be bullied in my own home and that the landlord has no right to evict me.

I expected human services to take the situation seriously and be able to effectively communicate with the landlord.

As soon as I moved here I was determined to stay at home and be agoraphobic and not bother anyone. The landlord came to my home to bully me. He completely initiated this whole situation.

I am upset with the caseworkers when they don't see what this landlord is doing to me. The caseworkers don't take bullying seriously and they failed to protect me from it.

I am being victimized by the landlord. The landlord is committing crimes against me. I have every right to stay where I am. When the caseworkers don't understand this and fail to see that, I am having arguments with them about acknowledging my rights.

The law says that everyone has the right to be safe in their own home. The landlord has committed a crime by violating my safety in my home. The landlord didn't violate my physical safety. He violated my peace of mind by bullying me.

It is necessary to file this case because Human Services thinks it is not their job to protect my rights. They are not trained to protect the rights of the clients they serve. It has to be their job to protect my rights when my mental stress is caused by my rights being violated.

I have to file this case to change the way that human services deals with mental stress only after the fact. What they have to do is protect me from mental stress by protecting me from being bullied in my own home.

A main function of the Autism Waiver is to help me live in the community. I am being bullied in my own home. I am being bullied by a landlord. The Autism Waiver hasn't helped me with the bullying. They haven't taken this seriously. The problem progressed to eviction procedures. I did everything I can do to inform the caseworkers of the bullying. They didn't take me seriously and they did nothing to help me.

I needed the Autism Waiver Services to keep me safe in my home and keep me safe from the landlord. They failed to do that. The Autism Waiver is supposed to ensure my safety in my own home by protecting me from anyone who violates my safety in my home whether it be a physical threat or psychological bullying, even if it is the landlord. If the Autism Waiver has such a policy that is supposed to do this; they have failed to do this for me, and they are liable. If the Autism Waiver does not have any policy protect Autistics from bullying, then this is a serious problem that has to be fixed. If the Autism Waiver has no specific policy to protect Autistics from bullying, then they are essentially being treated as less than a human as other people who are protected from bullying with or without a disability.

The eviction is based on violations of the rules. The big one is not cutting the lawn. I did not have a properly functioning lawnmower. The landlord gave me a lawnmower that was not working right. I never demonstrated unwillingness to cut the lawn. I used the lawnmower the landlord gave me. Then he would complain the lawn was not cut after every time I used that lawn mower. The landlord giving me the lawnmower is the worst thing that could have happened to me. I was stuck with an improperly functioning lanwmower, and no one believed me when I said that I had to get a proper lawnmower.

I could not transport a proper lawnmower home because it required a vehicle to get one to my house. The caseworkers would not and did not provide me any assistance to help me get a lawmower home. I had to go to a store to pick up a necessary piece of equipment that is required to conform to the rules. This is exactly one of the functions that the Autism Waiver is supposed to do for me.

The Autism Waiver is supposed to help me live in the community. That means they have to help me to live in my own home. To stay in my home requires cutting the lawn. I needed to have a lawnmower. The casesworkers from the Autism Waiver were coming to my house regularly. They ignored the growing lawn, and failed to assist me to go to the store to pick up a lawnmower.

I now have a proper lawnmower. But even after getting the lawnmower, there are a lot of frivolous claims from the landlord about violating the rules. This landlord decided to hate me from the beginning. Now he is attacking me full force with a lot of lies about violating the rules. Trying to defend myself of all his multiple claims of violating rules is like trying to repair a sinking ship.

It is not safe for me to go anywhere. The one place where I absolutely must be safe is in my own home. I have stayed at home and minded my own business and not bothered anyone. The Autism Waiver failed to keep me safe in my own home against this bully.

The landlord is so rude and hostile and abusive with me, that it was impossible for me to talk to him. I absolutely needed the Autism Waiver to do all communications with the landlord for me and keep things running smoothly. The caseworkers in the Autism Waiver failed to communicate with the landlord. This whole situation is so out of control now.

I have to file this complaint about the services I have been getting in an effort to stop this eviction process. I have no place to move to. I am going to become homeless unless something is done to stop this eviction process. I must purchase my own home if I am ever going to get any peace. I have to stop this eviction so that I can have time to breath and figure out how I am going to purchase a home.


Letter to Spectrum Community Services:
The services I was getting from Spectrum Community Services were not properly helping me.

I am in the Autism Waiver program.

The OBRA Waiver:
"The OBRA Waiver is funded by the Commonwealth of Pennsylvania Department of Public Welfare (DPW) to support adults with developmental or physical disabilities that occurred before the age of 22."

The OBRA Waiver specifically says:
The goal is to improve their quality of life by enabling them to live independently in their own home, thereby preventing inappropriate institutionalization."

The very first thing I need to live independently in the community is to be safe in my own home. To be protected from a landlord who discriminates against me based on my disability. To be protected from a landlord who bullies me.

The following quotes talk about community inclusion. The very first thing I need to have for community inclusion is to be safe in my own home and kept safe from the discrimination and bullying of a landlord.

In regards to the last quote, I want to be safe in my own home without any bullying in the home that I live in. I also want help battling the discrimination that is keeping me out of a 4 year college. I am not getting any help with that.

I have to be safe in the community I live in. Safety in my home has to be the very first priority when it comes to being safe in the community. My safety has to be taken very seriously. I have to be kept safe from bullying. Psychological bullying has to be taken every bit as seriously exactly the same as any physical violence.

My being safe in my home has to mean safe from bullying in my own home. There is no anti-bullying policy. If there was then I would have been protected from the bullying from the landlord. The bullying is real. When my disability is used against me to accuse me of imagining the bullying, then that just becomes more bullying.

I needed the human services to keep me safe in my own home. Their neglect to completely ignore the issues that were happening with the landlord left me to fend for myself. When the landlord continued to provoke me while I had no caseworkers to help me, I was put in the position where I had to call the police on the landlord.

The bullying continued with a court case for eviction that happened in July. Spectrum Community Services terminated my services on the day of the court hearing. Spectrum community services failed to recognize the bullying and protect me from it. They just terminated services and walked away.

Letter to Human Rights Commission:
It has been in the news about kids in school being bullied. And how serious this issue has become when they are bullied to the point where they commit suicide.

I am being bullied in my own home by a landlord who is demonstrating discrimination against me. Whenever this landlord came to my home and made contact with me, he was rude and abusive to me. It became clear that I could not attempt any further communications with this person. The last time the landlord came to my home, I told him to stay away from me and to stop communicating with me. In my effort to tell the landlord to leave me alone, he is claiming that I confronted him, and he has initiated eviction proceedings against me.

I now realize that I have PTSD from lifelong emotional abuse from my mother. Whether it was intentional or non-intentional, this landlord has managed to replicate this abuse. The last time the landlord came to my home and continued this abuse, it then became necessary for me to tell the landlord to stay away from me and not to communicate with me anymore. This was the very last contact I had with the landlord that prompted him to initiate eviction proceedings against me.

The emotional abuse from my mother has affected me in such a way that anyone else who has the same abusive nature is able to see in me the affects of how my mother has treated me. The abuse continues whenever I have encountered such people who are able to see me as a victim that they too can go after.

I sought out mental health services because I thought that I would get the benefits of advocacy. I needed to be protected by such people in this world. I had the assumption that the mental health services were supposed to advocate for me and protect me from bullies and discrimination. They don't do that at all.

The mental health services don't provide any services to protect me from the bullying and discrimination of a landlord. The people who work in mental services are so callous when they don't care when a landlord bullies and discriminates against me. They don't do anything to help me.

I have tried to ask the people who work in human services to help me and protect me from a landlord who bullies me. They don't help me with my rights and I feel like only get continued abuse from them. Now I am realizing that the people who work in the mental health services have the same abusive characteristics as my mother and that I cannot associate with people who are like this.

If I am going to continue with mental health services, they have to be required to provide me with the service of helping me when I am faced with a landlord who is bullying and discriminating against me. Mental health services has to recognize my right to be safe in my home without being bullying.

It is necessary for me to file a complaint against the human services when they don't recognize my rights and they don't advocate for my rights.

There are very real situations when the landlord came to my home and has confronted me in an abusive way. I had to tell the landlord to leave me alone, and it became necessary for me to complain to the police. The landlord is retaliating by filing an eviction against me. I became distressed when the landlord came to my home and provoked me. Now the landlord is intensifying his bullying by claiming that my becoming distressed is a symptom of my illness, and that I am not stable enough to be allowed to live here.

My enrollment in the mental health services has taken away all of my rights. I do not receive the same equal protection from the police and the courts to protect my rights that any other citizen is able to receive. Because of my involvement in human services, I am not taken seriously as a victim when I try to complain.

All I want is to be safe and secure in my own home. The landlord has violated my safety until he has provoked a response from me by telling him to leave me alone. When he frustrated me to the point where he has gotten a response out of me, he has used it against me and filed for eviction.

This case with the landlord should not be settled in a courtroom. My involvement in human services makes it impossible for me to get a fair hearing in a courtroom. It is unfair for me to face a judge that has pre-conceived perceptions about my disability which will make it impossible for my complaints to be taken seriously. When the landlord confronts me and bullies me, any response from me to tell him to leave me alone, is not seen as the proper response of a victim being victimized and bullied. I am victimized by the landlord even more when I make any attempt to tell him to leave me alone, and he then executes the retaliatory action of filing for eviction because I told him to leave me alone. My complaints of being bullied fall unto deaf ears who are only convinced that my complaints of being victimized are only a manifestation of an illness. Because of my association with human services, I am being treated as less than human when people won't believe me that I am being victimized by this landlord.

I have to file a complaint to keep the eviction case out of a courtroom. Human services should have helped me with this situation when it first arose. They ignored me and didn't take me seriously, and the problem has progressed. I did not get any help from human services to stop the bullying as soon as it began. Human services is doing nothing to help me stop the bullying as this continues to get worse.

I cannot let this case get into a courtroom where one single judge is going to decide my fate based on misunderstanding. When I am getting services from the department of public welfare, it is supposed to be their responsibility to protect me from being bullied by a landlord. I should get the proper protection from human services without this having to be settled in a court room. Human services has to take the problem seriously at the very first signs when someone first starts to bully me. If they were able to do that, this problem could be stopped before it ever progressed to eviction procedures. Now that this has gone into the courts, I have to have the proper services that will protect me and to stop this eviction process.

I know exactly what my disability is. I have PTST from very severe lifelong emotional abuse from my mother. This landlord is a bully that recognizes me as someone he can torment, and he has taken advantage of that. When I get distressed from his bullying, he knows there is a mental health system that will ally with him, and say that my distress is just a symptom of mental illness, and that any complaint I make against the landlord is invalid.

The landlord doesn't have to specifically know I have PTSD as a result of emotional abuse from my mother to be able to see that I am a potential victim to pick on. When I have had enough, I told him to stay away from me and leave me alone. The very next thing that happened was that he filed for eviction against me. This landlord is retaliating against me because I decided I was not going to play his games anymore, and I told him to stop it and stay away from me.

The people who work in human services are abusive when they don't acknowledge my distress from being bullied by the landlord. They neglected to help me and allowed the problem escalate. It is the fault of the human services for letting the problem get this bad.

I have to file this complaint against the Pennsylvania Department of Public Welfare to establish that the bullying from the landlord has to be taken seriously from the very beginning when it first starts. The bullying has progressed to eviction proceedings. None the services I have did anything to address the bullying. I am not getting along with the female caseworkers. This field of services is dominated by females. I need to have a male caseworker. The female caseworkers don't care and they completely ignore the bullying that I face. This has gone on for so long that I have to file a complaint of gender discrimination.

On 3 December 2010, I phoned the Pennsylvania Department of Public welfare. I stated my problem with the landlord. I was told to call North Penn Legal Services in Bethlehem, PA. I have called them before and they have told me that they don't do landlord issues. The Pennsylvania Department of Public Welfare bears liability because I did not get the proper services to address the bullying when it first began. North Penn Legal Services won't help me, so therefore the DPW is responsible for hiring and paying an attorney to defend me.

This issue should not even have to go to court. I should have gotten the proper services I needed from the very beginning to stop the bullying from the landlord without him ever filing an eviction against me. Now that he has done that, I have to have anti bullying services to protect me without this going to court.

I am being bullied in my own home by a landlord who is discriminating against me based on my disability.

The act of bullying he is committing is by filing to evict me based on a lot of bogus excuses. Instead of saying directly he hates me because of my disability, he makes up a lot of excuses to evict me for.

The landlord has made up lies to accuse me of violating the rules.
One rule I have actually violated was to set up an outdoor tv antenna to receive free over the air tv signals. Another neighbor has an outdoor satellite dish that is used for a satellite dish tv service. There is a rule that prohibits both tv antennas and satellite dishes. The landlord has said I violated the rules while the neighbor with the satellite dish is not bothered at all.

The reason why I got involved in mental health services was to keep me safe from being bullied by a landlord. I have since discovered that mental health services isn't helpful in protecting my rights when I am discriminated and bullied. Mental health services doesn't protect my rights at all. When I claim that this landlord is discriminating against me and bullying me, what is happening is that my disability is being used against me in a way to make any claim I have about being bullied to be invalid. This is resulting in me being further victimized by the human services.

In January 2010 I started with the Autism Waiver program. The first thing that must be established is my need for a safe home. Any services I get must be capable of communicating with the landlord, and maintaining the safety of my home. The services I was getting with the Autism Waiver did not do this. The landlord made it perfectly clear that I have to cut the lawn. The only lawnmower I had was a defective lawnmower that the landlord gave me. I told the caseworker that was assigned to me through the Autism Waiver that I needed her assistance to be able to transport a lawnmower from the store to my home. The Autism Waiver services is supposed to assist me in doing this, and they did not help me do this.

I cannot communicate with the landlord whether it be because of my disability or because of the landlord discriminating against me because of a disability. I need to have caseworkers that will communicate with the landlord for me. None of the caseworkers I had were communicating with the landlord. This breakdown in communication has lead to the landlord trying to evict me.

Before I moved in, when I was first looking at the place, the landlord offered to give me a lawnmower. When I moved in I was determined to keep my relationship between me and the landlord going smooth. I could not take any chances that can come by me approaching the landlord alone and ask him for the lawnmower that he offered me. I did not approach the landlord to ask for the lawnmower because I was afraid of him.

One day, I was at home alone. The landlord knocks on my door. Here was the landlord knocking on my door. He insisted I come outside and open my shed for him to put the lawnmower in my shed. I tried to tell him to just leave the lawnmower outside and leave. He insisted I come outside to open my shed for him to put it inside. The reason why I never approached the landlord to pick up the lawnmower was because I was afraid of the landlord. I also had a bad feeling about taking this lawnmower.

He couldn't just listen to me and go away. He insisted I come outside with him. I feared I had to do exactly what he said in order to avoid pissing him off. I tried to make things easy for him and told him I wanted to put the lawnmower inside of the shed myself. He insisted on putting the lawnmower in the shed for me. He then he proceeded to put the lawnmower inside of the shed.

I attempted to stay in my home, but the landlord demanded I come outside. I attempted to make things easy for the landlord by saying I wanted to put the lawnmower in my shed myself, but the landlord demanded that he do it for me. And then after all of that, he was angry at me and he yelled "you think I'm an idiot, you think I'm an idiot." As he was stomping away angry.

From the very beginning I needed services to keep me safe from the landlord. From the very beginning I needed to keep my distance away from this landlord until I determined what kind of person he was.

The #1 priority of importance of services I need is to be kept safe in my own home from the bullying of a landlord. The services I have been getting is not comprehending that the bullying is happening and that I have to be protected from it.

From the very beginning I tried to tell my caseworkers everything that was happening with the landlord, but they wouldn't believe me and take me seriously.

The Autism Waiver services failed to give the services I needed to help me deal with the landlord to be able to prevent the eviction process in the first place.

What I need most from the Autism Waiver is for them to understand that there is no place safe for me on this planet. The only safe place for me is in my own home. The human services have to keep me safe from this landlord. When the landlord starts to bully me, they have to take the issue of bullying very seriously, and be able to protect me from this abusive landlord.

I have been emotionally abused by my mother my entire life. I have to be believed and taken seriously when I say this. I have been saying this and I am being treated either like they completely don't believe me, or they completely don't give a s**t. So much of my mental state is the result of absorbing the emotional abuse from my mother.

The autism waiver should help me with the abuse from my family and the effects I have because of it. I have not gotten any services from the Autism Waiver to help me with the damage I have suffered from the child abuse and to help me put an end to the way it is still currently happening so that I don't have to endure it anymore.

I am being bullied by a landlord in my own home. It has been in the news of people who have committed suicide because of bullying. I have to be taken seriously when I say I am being bullied in my own home by this landlord.

The purpose of this legal complaint is that I must have caseworkers who recognize my right to live in a safe home free from bullying. That the landlord is in fact discriminating me on the basis of my disability.

I can only work with caseworkers who take the landlord discrimination and bullying very seriously. I cannot work with caseworkers who will not believe me when I say I am being provoked by the landlord and will only continue to think my only problem is that I have a mental illness that has to be treated and that anything I say about the bullying from the landlord is invalid. The caseworkers just deny there is any bullying problem. I have gotten absolutely not help with this bullying problem.

I am getting the Autism Waiver. It is necessary for me to file this complaint because there are services that are described in the Autism Waiver that I am not getting.

The first thing I need is a proper assessment. I have experienced psychological damage resulting from my mother being emotionally abusive to me my entire life. An infant's brain is still developing after birth. Emotional abuse has had an affect on the development of my brain.

Child abuse is a huge factor that explains my mental state today. The mental health services I have been getting is lacking in recognizing what I have been through as a child abuse victim. I need services that recognize how this has affected my mental state. I need to have caseworkers that have training in child abuse and will take this seriously in my case.

I'm agoraphobic. I found out very quickly that it was impossible for me to speak to the landlord. I couldn't do this. I needed caseworkers to do all communication and mediation between me and the landlord. After I moved in the landlord came to my house and gave me a defective lawnmower. I used the lawnmower and the landlord complained I didn't mow the lawn. I told the caseworkers I had to go to the store to bring home a proper lawnmower. I did everything I possibly can to communicate to the caseworkers I needed a proper lawnmower. I told the caseworkers what I needed help with. They didn't take me seriously and they didn't help me.

I have to be safe in the present home that I am in. The only permanent solution for a home that will ever work for me is if I own my own house on my own property. In the meantime I have every right to be protected from this bullying landlord. This protection has to be provided to me.

Tom Miller from the very beginning decided to hate me and bully me. I have gotten no help with the bullying. I have only gotten excuses. I am still getting excuses. The excuses I am told from my caseworkers is what is the point of staying where I am. The point is to be safe in my present home until I get into a house. I have gotten no help with the bullying and I had to turn to calling the police. Then Tom Miller twists it around to say the presence of the police is a disturbance of the peace. I have to be safe where I am and be protected from the bullying and I should not have to be given anymore excuses from the caseworkers why I can't have that.

I called the police as necessary act of self defense from being bullied by Tom miller. I needed the police to help me because nobody else was helping me.

These services are dominated by women. I have not gotten the help I need from these services that are run by women. I really need to have a man helping me.

I cannot pursue any goals of Independence to support myself unless I am first living in a safe home.

These services have done nothing to protect me from bullying. When I am living on land that somebody else owns, I will need protection from bullying. These services aren't doing this.

These services seem to have a policy to get me into alternative housing. But there is no policy to keep me safe from an abusive landlord.

This landlord has bullied me from the very beginning. I have such profound PTSD that a judge will not take me seriously when I say this landlord has bullied me. The bullying is real, and there was a very valid need to call the police on him. I need very specific services that will help me as an adult child abuse victim with PTSD to be in court with me and protect me from this landlord. When I go to court with this landlord I need the help of such services to help me present the effects I am having with the PTSD and how this landlord is bullying me and is using my normal reactions I have to bullying against me.

I needed the caseworkers to be a buffer between me and the landlord. The landlord was telling me to cut the lawn, and all I had was a lawnmower that the landlord gave me. The lawnmower was defective, and I needed a new lawnmower. Because I don't presently own a vehicle, I was telling the caseworkers to go to a store to assist me to bring home a lawnmower. I absolutely needed the caseworkers to be able to relay communications between me and the landlord. The caseworkers failed to do that. Communications broke down. The landlord ran out of patience trying to deal with the caseworkers and that lead to him initiating eviction. The caseworkers are liable.

I wrote out my entire case. If it could only be so simple for me to go into a courtroom and just present my case. But it isn't that simple. The judge won't let me speak. I was not allowed to present my case in the first eviction hearing. Because of that, the first hearing must be declared a mistrial.

The bullying that this landlord is doing is real. The landlord decided to hate me from the very beginning. He complained that I didn't cut the lawn even though I used the lawnmower that he gave me.

I'm in a situation with a Landlord who is abusive. This landlord is discriminating against me. He doesn't do it in an obvious way to say any offensive comments to me. He provokes me and bullies me. He knows that I am misunderstood in society. When he provokes me to the point of being distressed, he then claims that my being frustrated with him is an assault against him. He claims he did nothing wrong to provoke me. He claims that my reaction to being bullied is not a response to any real existing mistreatment, but just a symptom of a mental illness, and not a legitimate response of fear from any legitimate bullying. He can get away with making this claim because he knows perfectly well I am treated like s**t in this world and that no one believes me when I say I am being bullied.

I said to the human services agencies that the lawnmower is defective and that I needed assistance to go to a store and bring home a better lawnmower. They didn't listen to me. I didn't get any help from them to solve the problem with the lawnmower and the problem escalated.

All of the problems began when the landlord gave me a defective lawnmower. I got absolutely no help from the human service agencies to help me solve the problem with the lawnmower. The landlord complained more even though I continued to use the lawnmower he gave me. This happened a number of times until I realized this is harassment. This is a crime.

I had to call the police for protection from the harassment because the human services weren't doing anything to help me. I had to call the police because it became necessary to be protected by someone who was committing a crime against me. The human services didn't do anything to help me mediate with the landlord. The only option was to call the police for protection.

The only occasions I have spoken to this landlord was when he came to my house and he was confrontational and abusive to me. My disability should not be used against me to accuse me of imagining the way the landlord was treating me. The landlord was in fact confrontational with me. He is lying and twisting it around when he says I was confrontational with him. The human services did absolutely nothing to help me. Without any help from them I was forced to make the decision to call the police for protection from the landlord. This is continued bullying when the landlord is saying that my calling the police is a violation of the rules, and a reason to evict me for. I never got the opportunity to say what the landlord is doing to me that gave me a reason to call the police.

I have a gas powered lawn mower now and the landlord is continuing the bullying. The grass problem is solved because I can do it myself with a functioning gas powered mower. The landlord's continued complaints are just baseless intimidation and bullying and prejudice, and discrimination.

I have mental distress from this bullying and having the security of my home violated. I was getting services from several different agencies. I am a crime victim and they weren't taking me seriously. Each agency was saying it was the job of another agency to give me the help I was asking for.

The human service agencies don't recognize that the mental stress I am showing could be from the result of being a crime victim. I got no help from them to help me with the bullying and to protect me from being a victim of crime.

My enrollment in these human services has taken away all of my rights to be treated as a full equal citizen who is able to get protection when someone has committed a crime against me. That is not what I signed up for.

"The goal is to improve their quality of life by enabling them to live independently in the community."

This is the policy that is stated in writing in the Autism Waiver. This is supposed to mean that I will get the help to be able to live in the community without being bullied and victimized. I have to get this protection.

The human service agencies I was enrolled with failed to do this. Therefore it has become necessary that I file this complaint to hold them liable.

I need these services to protect my rights. When I tell them someone has violated my rights, and when all they do is make excuses, and disregard what I am saying, and neglect my rights, what they are doing is continuing this bullying process themselves.

My distress from this situation isn't being recognized as valid stress that is a direct result of being bullied. Instead I am being subjected to even more endless bullying when my bullying situation is not recognized as a real bullying situation.

I am initiating this legal action in an attempt to stop the eviction proceedings. I am saying that I am not getting the proper services I need to be safe. It is required by law what I must get the proper services I need to be safe in the home that I am in.

The eviction proceedings must be stopped because my rights have been compromised by the DPW. When the DPW doesn't recognize my right to be protected from bullying, a judge in a courtroom is going to recognize the precedent the DPW has set, and rule against me.

"Enabling them to live independently in the community" has to apply to my specific situation. Those exact words stated in the Autism Waiver has to protect me from an abusive landlord who is not only discriminating me based on my disability, but it continuing his bullying by using my disability against me to argue that I have no right to call the police when my safety is threatened. I have the right to call the police even though he didn't physically attack me. This landlord is bullying me and being psychologically abusive to me. This is real. I am not imagining it. It is the obligation of the court to recognize my rights and not to use my disability against me.

Right now a beneficial result of this complaint is that I will get the proper services I need to keep me safe in my home. If I should be evicted and become homeless, my liability against the Pennsylvania Department of Public Welfare will increase exponentially.

As far as I am aware it's not legal for a landlord to require a tenant to do upkeep on the outside of a property they are renting. They can't legally make you mow the lawn.

I know it's not that easy to move but if you can I'd advise moving and hope you get a landlord that doesn't bother you. Where I live now the only time I ever need to see the landlord is once a month to pay rent. I have a friend that never even sees her landlord at all. She mails him a money order to pay her rent.

Only got down to the judge so far. But noticed you did not say you pressed play on your dictaphone, or spy camera. Sounds paranoid but saves allot of hassle. This country sucks too, why I have refused my own accommodations. They normally stick you in the lowest valued area with drugs.

But if you want to save yourself allot of hassle of hearsay.

Sorry if you did say it after. But it's the best way of showing your case. Also would agree that this landlord is a jerk & not healthy for anyone. People would normally move but then if your getting evicted then will they put you somewhere else?

Might be better for this time & just remember to have evidence next time.

Somebody talking to you rudely or being a jerk does not constitute bullying. It also doesn't violate your rights. They also can make you do the upkeep on the outside of the place you rent. You are also responsible for where your guests park. If you want to rent a place to live, then you have to deal with what the landlord requires. I'd suggest that you either realize that you need to do what the owner of the property wants, not worry about his tone of voice or his rudeness, and comply, or find a place to live with a landlord more to your liking. That's the real world. Nobody is required to speak to anyone else in any manner at all, whether or not it upsets them. That's just life. Of course it's nice if they do recognize the advisability of speaking to some people gentler than others, but they certainly don't have to. He could even call you names and it wouldn't violate your rights. It would just be rude.

Good luck. I'd also not make a bigger deal out of this than it is. Nobody is entitled to anything in this world, and we all have to deal with the hand we are dealt. BTW, we got an $800 fine for not cutting our grass when my husband was laid off and we couldn't pay a yard man, and the mower we had wouldn't run. So, unfair as it is, that's life. I have AS as well, and nobody has ever cut me any slack for that when it comes to actual things that need to be done.

I'm fairly sure I read that landlords can't legally make you do upkeep on the outside of their property. Part of renting is that the landlord is responsible for those things.

Also in this country it is classed as Harassment. & you will be slapped with an ASBO.

I don't know what the law is in your country. But making someone afraid in they own home is not legal & calling them names is also not legal. to the point of harassment.

Judge will also tell the landlord maybe he should not rent his property out.

Another one stipulated that it was my responsibility to keep various outside parts of the property in good painted order. The landlord would replace them Ok if they fell off - but I had to keep them neat and pretty while they were there... :?

I can understand being responsible for the glass in the windows (as in "you break it, you pay for it" but I think having to do maintenance of any kind on the outside is ridiculous and wouldn't even move in a place where the landlord expected me to do such things. Anything outside my apartment doors is the responsibility of the landlord.

Maybe it's different if you are renting a whole house by yourself and actually use the yard. I've always lived in houses with more than one flat/apartment.

I think you should move. You have all sorts of rights, so do I, but they don't materialize. You have a right to safety - everybody does, but it just doesn't happen. There's nobody to defend us no matter what we or they signed. They're understaffed and life is not fair and all that. Find another place to live.

Coast to Coast did a show on psychopaths on the date of 25 February 2012. The guest who spoke about it his last name is Zap.

1% of the population are psychopatths. So many Autistics have a mother that is a psychopath. There has to be a connection.

The mental health system in Pennsylvania is run by psychopaths.

Yes, it actually does look that way. From my own observation it really does look like 99% of humans are psychopaths and only 1% are not.

Well I don't know about ALL humans, but certainly 99% of landlords I've come across have some degree of psychopathy.

Bullies like your landlord are very manipulative and two-faced creatures. Way too much stress and effort to fight. Just stay out of their way. I'd say you were picked on because you were a convenient target. If there had been a non-disabled person in the property instead of you he would have found their weakness and exploited it just as he exploited you.

I never knew such people existed until I met one myself. Nobody would ever believe me if I told them what happened. For the psychopathic bully it is like a game of chess and he is ten moves ahead of you. For your sanity, move out and move on.

He's being more than just rude, this landlord is extremely passive-aggressive and is deliberately trying to provoke him into lashing out so he can have the perverse pleasure of evicting him. This bullsh*t about "ur not entitled" is just a guilt trip tactic to make people submissive. It's pretty clear that for mycats' submissive demeanor is only causing people to treat him with disrespect. You can't change the hands that life deals with you but you CAN choose how to play 'em.
