King Roman, 71, of Coconut Grove, said many monarchs over the centuries had sold nobilities and he can provide a range of honours from knighthoods and baronetcies to duchies and lesser kingdoms.
His "Imperial Majesty" said he discovered in 1992 that his father had been the Grand Duke of Lithuania and as such he had inherited title to about 30 countries and principalities, The NT News reports.

Do you get to recieve your title in person and on TV? I mean, if I'm shelling out for a title, I want to be named a peer of the realm in public.

Well, since the Grand Duchy of Lithuania was merged into the Polish crown in 1447, and since the Union of Lublin made the Grand Duchy elective alongside the elective Polish monarchy, even if he was born in the 18th century to the last Grand Duke of Lithuania and King of Poland (Stanislaus August II, died in 1798) because the title wasn't hereditary, there is no line in pretence since the dissolution of the the Polish Lithuanian Commonwealth.

I wonder who this Prince Wladislaw is, and how he relates to this guy claiming to be King of Lithuania, Belarus, and Ukraine. In short, this guy is selling titles that he really has no right to, since as you noted there hasn't been a Grand Duke of Lithuania since the 15th century. There are tons of these jokers floating around, there was some jerk in Los Angeles granting "knighthoods" to Hollywood celebrities, and it turns out that he'd bought all his titles. He had a list of fake titles three pages long! He'd invented a knightly order that he claimed went back to the days of Ancient Rome. His mistake was getting a REAL royal involved, one with a real pedigree back to the Dark Ages, and she outed him. He died of brain cancer soon after, and his "knightly order" fell apart. You can buy any title you want out there, sadly. There are people who dig this whole nobility thing, including my dad, who has a title granted by some Greek prince. I always thought it was weird. Coats of arms, noble titles and knightly orders, I grew up with this crap, my dad is obsessed with it.
