Pages load slow, broken images, etc. Out of options

Okay. So I know one shouldn't have more than 9 tabs open at once upon startup. Reduced it to 6 and even loading a single page can be a problem alone. It'll usually load, but will have a few broken images. (maybe unrelated, but 3rd Instant Messengers that put fb, gtalk, etc together occasionally staying connected after they startup. it clears itself up after a lng time, though.)

I'm running Windows 8.1 64-bit.
Typically run chrome, but as an experiment I tried this on IE. Same deal.
No malware, no spyware, no virus.
cleared cash, etc.
ran Ccleaner.
Looked for hard to find malware programs to uninstall. they don't exist.
Went as far as doing a Windows 8.1 refresh that keeps my files, which is much like a clean install without having to backup, photos, mp3s, etc.
That last one should have done it for sure, yet I'm still having this issue.

I thought my speed tests were good. Going to speakeasy it shows that eventhough I'm on a 50Mbps connection it is running around 25. If I bring up my ISPs speed test it says I'm only going 7 or 8 download. That's probably not the issue, but I'll keep that in mind as that is not what I'm paying for. This should not hinder my performance at this level.

Chrome options disable (no change) then re-enabled.

Gah. There were other things I tried, but I'm really out of options at the point. Ideas?

Same problem on all site or just this one? WP is notoriously slow at times.

As far as I can tell it effects every browser.

It definately effects all websites.

This effects only my computer. iPhone has no issues.

Also adchoice, is SUPPOSEDLY a virus, but there's no indication of any sort of virus, malware, etc on my system. All sites show how to get rid of it in similar ways. Uninstalling it, deleteing all files that say adchoice, etc. They don't exist. So I can't delete something that isn't there. They only appear in ares where ads normally appear, so I figure it's a normal ad program on some websites. Or is it... Surely if it was a great big refresh would have gotten rid of it.

Edit: bringing up sites on my iphone, I can confirm it's not this "adchoices" thing. They show up after bring this site up on my iphone.

ignore the speedtest. I had downloads on Steam going.

Yeah? Then there's really really something wrong with this picture then. This shouldn't be happening and I've done all the diagnosing I know how to do. I'm fairly good with computers, but I'm wracking my brain on this one.

Have you tried running task manager and taking a look for any unusual processes running? Also might be worth looking at system monitor to see if something is taking too much CPU, disk IO, or RAM.

Have you installed an antivirus, like avast? Have you also installed Spybot Search and destroy? Those two programs have saved my bacon on the windows side of my Mac more times than I care to think about. Spybot also does a good job of detecting tracking cookies that can sometimes cause issues. Spybot can sometimes detect registry entries that can also wreak havoc on a windows system. (One of the many things I despise about Windows is the damned registry. A lot of times, when you uninstall a program, it leaves the registry untouched. The only way to find the orphans in the registry is with Spybot or a registry cleaning program. Unfortunately, registry cleaner programs like RegEdit can really hose your entire system if you're not careful. And if you think the windows registry is bad, Mac OS X has it's own set of problems. They usually hide in $HOME/Library/Preferences. What's worse, Apple hides this folder by default, making troubleshooting a bit interesting. To make it worse, the .plist file you need to troubleshoot is now binary, instead of XML. Thanks Apple (grumble, grumble, grumble).)

Besides, I thought broadband was nigh impossible to get in Potter County.

Yeah, spybot, registry cleaner, antivirus... been through all that before. I even tried to boot it into a command prompt and check disk it. No luck. There's nothing particulalry wrong with the Hard Disk that it found. Still does it. Fresh LAN drivers. Still wondering what I haven't tried yet. I'll try finding a registry cleaner of some sort and see if it doesn't find anything. I even tried Hijack This and did an analysis of it. There didn't seem to be anything. change the ethernet chord, change where it plugs in. Nothing.

Oh and where are you from that you know potter? If you're in town there's plenty of broadband access. It's been years since 4MB cable internet was introduced in Shinglehouse and I'm in Coudy.

Did a little more thinking, testing, etc. Speed tested the net from the ps4. Maybe PCs have a hardr time on unstable connections. Part of the problem IS the modem or cable going in for sure. The connection isdropping and coming back more frequently then ever. Speed may be 40 one minute, but 7 a little later.

If you're wondering, i needed to test the speed on the ps4using the browser. Seeing as how the built in test won't work with psn being down.

What kind of specs does your system have? Like what do you have for a CPU and RAM? Also, what other programs do you have running in the background? If you want, upload a screenshot so we can get a better look, but blank out any personal information on Paint or another imaging program first.

I'm in York County. While I haven't been in God's Country for almost 40 years, I have relatives that make the pilgrimage every year for White-Tail Deer. :?

Well, it's not my computer. It seems to be all related to the cable and according to them this is all stemming from a poor connection.

*sigh* okay, so i sent back my motherboard and although they must have found the few trouble usb ports, i am now doubting it's the mobo as far as the webpages. Why? Because as of today my winows 8.1 tablet is now doing the same exact thing and it wasn't doing it before. again, to make thing perfectly clear... no virus, no malware, adware, etc. emptying cache, etc. no good comes from doing that. The tablet was loading pages fine until now. Even when my pc was having these issues. googling it gives me nothing. perhaps i'm not searching for the right key words. it must be windows 8 or 8.1. but jst what do i do? i don't understand. and even if it is windows, why would doing a refresh of windows make no difference? there isn't anything about this that makes sense.

Have you tried installing an older version of Windows, such as Windows 7 from scratch and seeing if the issue still persists? Better yet, do you have a live cd of any of the linux distros that you can boot from and see if it does the same thing. If you tried that with different os'es, I would suspect it might be a router (either your home router or some router on your provider's network).

I do remember back in the mid '90's when I was working at NRaD in Warminster, the ISp I was using for Internet access, was one hop away from MCI's East Orange Access point and backbone. MCI East Orange data center was notoriously known as the Packet Shredder. If your isp's router's had MCI's data center in its routing table, you might as well say screw it, as the packet usually got lost. If you were sending email and it went through east orange, you were better off using bang path routing to send your message.

it's Zito's problem. not mine. out of the apartment and in the middle of town. shut down Chrome completely. weak wifi signal, but when things load fast, they load. when it's slow, even then i get more if not everything, eventually. there is nothing i can do. it's put of my hands, now.
