It's definitely possible with computers. A friend of mine found them very unpleasant if they were switched on. I'd be surprised if mobile phones that were genuinely switched off made any sound, but ones on standby might.

I can hear televisions that are on, even if there's nothing on, including static. It does give a faint whining noise.

CRT's emit a high-pitched sound, that I can hear several rooms away. I don't know about cell phones or computers, though.
