No its not, maybe you are confusing it with he "council of europe", an other international organization, that you mustn't confuse with the european council or the council of the EU, these last two are institutions of the EU. Yea i know its confusing. But that's not as bad as the "High Representative of the Union for Foreign Affairs and Security Policy", or distinguishing between the EFSF, EFSM and ESM.
