Head to Celadon City. There, you will find the Game Corner. Beat the dungeon hidden in the Game Corner to face Giovanni, leader of the rockets. Defeat him for the Silph Scope.
To get to Celedon from Lavender town, leave via the West exit. At the end of the Route there, there is an underground path that will take you to a small area with a clump of tall grass, a guard-blocked building, and a small plateau leading up to a brick-floor entrance to Celadon. |

| Unfortunately, psychic pokémon don't have a convenient disadvantage in Red, Blue, and Yellow. The only move type that is super effective against them is bug type. I don't recommend this approach, as there is a shortage of bug-type moves in the game, and those that do exist are so terrible at doing damage that there's little point. If you want to try for a defensive advantage, the only pokémon type that is resistant to psychic-type moves are other psychic pokémon. For this reason, I recommend your anti-psychic pokémon be a psychic with some non-psychic attack moves. |

| HM Surf can be found at a cottage hidden deep in the Safari Zone. Before heading to the Seafoam Islands, be sure also to get HM Strength. The Warden has lost his gold teeth. Find them in the Safari Zone and give them to him to get the Strengh HM. Also, keep in mind before you teach a unique pokémon such as Blastoise an HM skill that it cannot be unlearned later. |
