6:20pm, April 5th in the UK. In the US, Voyage of the Damned is to be transmitted on the Sci-Fi Channel on April 18.

Doctor Who is actually on PBS on some weekend evenings.

Doctor Who is on as well as As Time Goes By, Last of the Summer Wine and a lot of other Britcoms.

This is how the show is broadcast here in the states:
1st run: Sci-Fi Channel 8:00 on Fridays (If there's new episodes, they'll appear here first).
2nd run: BBC America 7:00 on Saturdays (right now, they're up to "Blink" which makes its BBC America premiere tonight)
Syndication: PBS, varies (the 9th doctor series at least).

Torchwood however, runs 1st run on BBC America. The first episode of the second series was the first time in the history of BBC America that they ran the American premiere of a show the same week it premiered in Britain. It's also the highest rated show in the history of the network ("Top Gear" is second I think.)
