The Supreme Court decision of 1857 in Dred Scott v. Sandford added to the controversy. Chief Justice Roger B. Taney's decision said that slaves[blacks] were "beings of an inferior order, and altogether unfit to associate with the white race, either in social or political relations, and so far inferior that they had no rights which the white man was bound to respect",[26]

I find it amusing how, back in 1850, everyone where convinced that black people where alot more stupid than white people. And now, in 2000, everyone is convinced that white and black people are equally smart.
Time to make up your mind perhaps? Whats next, believing black people are smarter than white people?
Funny thing is, the truth always stays the same. Is it just me, or is there something wrong with this? |

The blacks living in 1850 would of course have appeared less intelligent than contemporary whites because of differences in access to education, as well as the higher levels of malnutrition among blacks. Intelligence can be largely shaped by environment, so when a group is largely placed in an adverse environment (slavery) you can't fairly expect them to develop on a par with more privileged people. Given equal opportunities, there is no reason to suspect that there is any significant difference between blacks and whites as far as intelligence goes.

I think all places and people do different kind of things and learn different skills so some peoples might be better at more practical things like noticing things in the natural world compared to people in cities who may not even know what many animals or trees are.
It is all relative doesn't matter how you look at it.
To get a really good idea I think you would have to look at the way the brain has evolved and what parts were used in various cultures and also look at the ways people have lived to see anything very important in the way of which skills each culture or group of people has.
I know from living in the middle of a big city that people act very differently compared to the small villages where I spent some of my life. I would expect to find that little bits of my brain were slightly different or a little bit more developed in some areas now than in the past.
Differences are certainly interesting especially finding out why. |

| Whenever one sector of humanity mistreats another sector it always creates the impression they are somehow inferior. This has to be seen in the oppression of Jews, Blacks, Moslems, Native Americans, Palestinians, people from Asia, or any other minority or opponent upon which brutality is to be exercised. It is also true, in a slightly different way, upon all other creatures than human in which human characteristics are emphasized over those qualities that other species have developed to survive in their specialized environments. It is basically the underlying attitude in most religions in which decency is accorded only to human beings and not necessary for other Earth inhabitants. |

Thanks for the strawman.  I already stated that intelligence can be affected by environment, and Africa right now is not exactly the best place in the world to grow up. "All scientific progress in the world has been made by whites?" Um... no. Up until the European Age of Imperialism, the Chinese were the most technologically advanced society in the world. Arab Muslims made many important contributions to science and technology. Japan in the past half-century or so has certainly been at the forefront of many scientific developments, as has South Korea. Also, blacks, when given the opportunity, are undoubtedly able to make meaningful contributions. George Washington Carver was undeniably brilliant. I have no qualms admitting that he was much more intelligent than I am, and I far surpass the vast majority of whites in intelligence.

Rather than an IQ test, I believe that success in life is the best measure of intelligence.
What's the good of a high IQ if you sit around and sniff dirty socks all day and have no life or happiness? What's the point in being 'smart' if you do nothing with it? What's the point of being proud of your skin color when you do nothing to contribute to your own success in life, thereby 'promoting' your race in the process?
Now of course, success means different things to different people so isn't a very good answer in a debate 
One thing I will say, is that American popular black culture at times promotes ignorance in a truly irritating way - but nothing can be done about that.
Then you have white folks on both ends of the spectrum. Pop culture hiphopster wannabes trying to be something they're not. White supremacists who draw satisfaction in their superiority by virtue of their pigmentation alone.
Race factors quite a bit into our environmental experience, but really cannot be scientifically measured.
So, I guess what I am trying to say here is that a definitive answer to the OP's question is nonexistent |

| Well if you're going to believe that Caucasians are smarter than Africans simply because of disparities in IQ tests, then you'd better also be ready to believe that East Asians are smarter than Caucasians, because they too score better in IQ tests. So does that mean you're going to roll over and let China take over the world? |

OK. Are the Chinese and Japanese white? Right now, they're scoring higher than us whites on all the tests. And yes, I am (at least by conventional definitions based on test scores and academic achievement) smarter than almost all whites. And I still have to acknowledge that I would never have been able to match all the brilliant stuff that Carver did, even though I've had a more privileged upbringing than he did- clear evidence that, in terms of intelligence, he completely blows me out of the water. Obviously, race is not a determining factor in intelligence.

| If you take a group average within an overall average, it makes perfect sense to expect a different result than the overall average. In terms of IQ, blacks in the United States on average are lower than whites; however, that is the wrong way to look at it . Individuals have high or low IQs, not groups, just as individuals have mental retardation, not groups. If you have to stereotype based on limited information, then it might make sense to use the group averages (for example if you knew nothing about any of these groups other than their race, which would you pick to win a math contest: male Asians, male whites, male blacks, female Asians, female whites, or female blacks; you would most likely pick the male Asians based on the only known information). |
