| Paint Shop Pro will do it (Windows). Not sure what the current cost is on it. I have an old version that works pretty well. |

The GIMP can do it. I made my avatar with it. As you can guess from that fact that I am posting it, the GIMP is free/libre/opensource software. _________________ I am no native speaker. Please contact me, if I made grammatical mistakes in the posting above.

I have used the GIMP, but that's overkill, to my mind.
I use a tiny command shell utility called "gifsicle", which gives direct control over just about every detail.
I used it (with a serendipitous bug) to make these 13 GIFs:
