Anyone else here see a translucent circle when you stare at a ceiling fan?

How about a circular thing similar to reflections on water on a floor fan. desk fan/ what ever?

And does anyone else see moving lines, almost like a zebra's stripes when staring up at a window with blinds and a screen?

You'll want to re-do your poll...

Are you referring to moiré patterns?

Moire explains the screens, but not the fans.

And I can't fix it. I keep trying but it won't work.

I'm not entirely sure it mightn't be more of the same; you're not seeing two patterns crossing each other, but you are seeing one pattern moving fast enough to cross itself when you shift your gaze so you momentarily perceive two positions of the same pattern (your eyes move automatically in tiny little micro-movements even when you keep your gaze on the same object)... Dunno, it's a theory.

Ceiling fans vs. fans with "cages" covering them: Different appearance? Same?

Pretty much the same. It actually increased on a floor-fan with the cage missing.

If things through the fan look like they're under water, then I know I'm not the only one. Cool

I used to see all kinds of spots and shapes with my eye cones after I turned the lights off at night.

I see that transparent circle in my ceiling fan when it's running. Doesn't everyone?

I think I know what you are talking about. We had one in our last house and I liked looking at it because I liked seeing the pattern in the fan. It was moving circles around the things and it looked so weird. It looked like they were moving a different pace than the rest of the fan.

The rest of the designs you have asked I can see those too. I guess everybody can or there wouldn't be a wiki article about it.
