DDoSing became a political tactic. It currently is happening in Myanmar, it happened against Georgia, against Estonia, against Scientology... Bill O'Rilley (whoever you are), stand in line please!

I wouldn't really call it a hacker war per say anyone with the contacts can rent a botnet for a few hours to DDOS whatever site or range of IP addresses you want.
