Lol, it certainly can, they never delete accounts!
I'd think having that many inactive accounts might clog the system.. but I dunno. It would be really confusing if people were deleting accounts and making new ones. You'd never be sure that a new person to the site wasn't someone who had been a jerk and then decided to make a new account. So maybe a slight inactive account clog just isn't as bad as the clog of deleted and remade accounts would be.
