Hey, This fight takes place on Skaro, in the wasteland. Davros has two dalek with him, while the Emperor has a platoon of stormtroopers and two Imperial guards(Those guys in red cloaks.) What shall be the result?

I'll vote for Davros just on general principle (besides, two Daleks would be more than enough to mow down a platoon of stormtroopers and a couple of imperial guards), but who would win? I dunno.

Yes, but wouldn't the troopers just be distractions so Sidious could use the Force?

The whole purpose of the rest of the guys would then be to die the most seemingly embarrassing death a military can have? Really, a single dalek could solo all those STs and IGs, and all Davros would need is a distraction so that Sidious will get hit by a dalek laser and fall to the ground.

If you are talking about Sith Lightning, that actually would not work. Remember, a dalek fell through the time vortex, collided into the surface of the earth, went through torture by human technology as well as the Doctor using the electric thing (which is pretty much equal to that ability), and still was able to kill an ungodly amount of human soldiers armed with pistols and assault rifles, as well as show Rose and that other fool that they can go up stairs. This is what everyone who was there besides the Doctor, Rose, and that other guy I mentioned that didn't die:  .

Hate to say it but Davros has the upper hand.
Take into consideration that Stormtroopers and Imperial Guards have weaker armour than the Cybermen and that even then only 4 Daleks were needed in that battle.
To be fair though, if it was a space fight then Death Star all the way, hands down.

But anyway, their shields could take multiple hits from the cybermens' large, bulky electro-guns, which are probably around the same amount of power that Sith Lightning has, maybe even more.

Yes, but we are talking about daleks, which posed a threat to the multiverse and destroyed aw race who could control time, which I doubt even the best Sith in Star-wars could come even close to.
