It's not uncommon for aid goods to be of disputed quality. Most of the corn given to Mexico as aid is of a GM type deemed unfit for human consumption in the US.
Governments also get upset if they percieve ther giving of aid to reflect on them. Its a sad mixed up world. |

| IMO they should just give it out to people and say sometihng like, "This isn't good enough, so could you be a chum and throw it out?" You know, let it be up to the people who need it to decide if they are or are not "that desperate." |
