Why don't the men who want the Mall brides just go to the country villages themselves to meet the girls?Maybe give the girl's parents a dowry offer for her,at least her family would get helped out instead of a marriage broker.
Referring to the article above, Singaporeans used to do that, but the Vietnamese government has been getting really tough.
