I like the parakeet's idea of an underground city... but mine would have to be:

What would the people be like? They would be nice and considerate. I'm not a believer in human nature, so I think - given the proper environment - there can be a utopia.
Would there be aliens? Ianno, why not? So long as they abide by the law.
Would there be animals walking everywhere? Indeed there would be, though often lead by their human counterparts. Paths would be dirt, no cars.
Would people live underground? No, but surplus food and supplies in case of emergency would be stored underground.
Would there be a President? Naw, government would not extend beyond the city limits, and the city government would consist of elders and elected leaders, ALL decisions made by the council. Every member of the city above age 14 would vote for council members, not on a regular basis, but only when someone's job in the council comes into question (they could be voted out).
Would people battle other city's ? There would possibly be cities far away that desire to initiate hostilities against my city, however my city would never initiate hostilities against another. Isolationism for the win.
Would everything be blue in your city? No, but buildings would be made of wood and stone, plant life would be plentiful.
Would children not have to go to school? School would consist of children hanging out with the elders of the city while the adults go about their work. Children can learn more from one old man or woman in a month than a year in school. Of course, I'm leaning toward a non-technological city, though mathematic and scientific principles would exist - just not advanced sciences like genetics, computers, etc. The children would be taught math and basic world sciences by their community (elders, parents, etc.). Books would also be plentiful.
Would you ride horses everywhere? Oh, yes.
Would their be no transport ? Modern transport? Definetly not. You walk or ride a horse\mule everywhere.
Would their be an asperger's villiage? Naw, though Aspies would be treated as equals socially. My city is not shallow, and has very little social pressure on a person at all.

Perhaps this stems from a desire of mine to go back to simpler times, without the constraints of medieval war and kings and lords. Also, there would be no theistic religion in my city, though perhaps a measure of pantheism and divine respect for nature would exist without the deluded personification of a diety. People would act on the golden rule and cooperate with each other.
