The reason for this is simple.
If you make a hybrid through natural means, yes, you can get a bad outcome, but it's predictable in 1-2 generations what you've made. Easy to evaluate for health and environmental impact.
Artificial tampering with genes (through the use of viruses), means you get something that need dozens of generations to test (plant cycle, not our cycle) to ensure it is safe for the ecosystem never mind if what you create is long-term healthy for consumption.
Even if we've mapped the human genome, we don't know what all those genes do or how messing with one affects others.
Most GM products are put to market with way too little testing and evaluation, and a lot of money and effort is spent to cover up the considerable list of negative impacts that have been reported.
