Violence does go down when there are more resources again: link. You are still right that resource shortage is not the only factor and that maintaining old grudges contributes to a cycle of violence. I also read somewhere (can't find the source now) that the proportion of young to older males in a society is closely related to levels of violence, both crime and war. The more young males, the more violence. Out of the three factors, resources, demographics and maintaining old grudges, two can be solved by birth control that is accepted by the population. One effective method is to educate women. I don't know how that reduces birth rates even in developing countries, but I read it does, while also being fair and not coercive.
I recently decided to cut out all starchy carbohydrates and make meat at least 50% of my diet. I did this because I finally realised that the starchy carbohydrates are very difficult for my body to digest, cause a multitude of health problems, and are a very inferior form of nutrition.
Having understood this it also became clear that the vast majority of the human population, including those in the west and developed countries, are on famine rations, of lots of starchy carbohydrate dished up with transformed vegetable fats, flavourings etc, and small animal protein garnishes.
If everyone in the world were to demand at least one substantial portion of animal flesh per day as their nutritional right it would be impossible to satisfy them.
I think that the appearance of gluten, as a result of a plant mutation at the end of the last ice age, caused an addiction-driven alteration in our whole way of living, from nomadic hunter-gatherers, who built only temporary circular dwellings, cave-painted, etc, to sedentary, farming, religious groups who built rectangular dwellings, and horded, for self or sale at profit.
We could, theoretically, go back to that, by wiping out the vast majority of the population.
But I think that what has happened, the dependence, in all senses, of humans on starchy carbohydrates, especially glutenous ones, has created a different human. One who may well stop having many children at all, because modern society makes it less useful to have any, makes parenthood an increasingly intolerable reduction of liberty for many, and makes parenting more difficult by massively restricting children's freedom.
Sex has also been denaturised, so that it has almost nothing to do with having children anymore. Wanting children has become a lifestyle choice, one which is less and less appealing.
Starchy carbohydrates, and related nutritional habits, so alienate people from their bodies and the natural rhythms/structures ( daylight, seasons, etc) that they have produced a human about to transpose life/existence onto computer. Before long people will no longer be having real sex at all, and parenthood will become a tiny minority activity, ( too much work).
No need to introduce other measures.
