My Windows 7 OS software box says that I need to preinstall using OEM Preinstallation Kit from windows. Does that mean I have to do it that way or just install it from the disc because it says it is for someone who is selling the PC after building it and I'm not selling it as it is my own PC.

No you don't have to use it. It's purpose is to let system builders start Windows and install all the drivers and softwares. When it's done, it'll delete all the accounts so that when the buyer start the machine up, Windows will ask all the questions about account creation and password again.
