Any libraries for working with paths (C++)

I've tried making my own, but increasingly it feels as if my thought has been fried. It's like I cannot even articulate the problem clearly.

I want to do offsets of paths, and be flexible in doing so, such as drawing curves with stroke-widths that change as you go.

How would I do this?
