CCleaner, Recommendations?

I was told by someone I know from a computer shop that before I give this to my brother, and to perhaps speed the computer up a bit, I should use the program 'CCleaner'. I've installed it and such, but has anyone else here used it, and think it satisfactory?

I recommend simply reformatting and reinstalling Windows.

virus: REFORMAT!
