I think it's emanating from Congress, myself.

US monuments are getting covered in slime, and no one knows how to stop it

Many major US monuments, including the Thomas Jefferson Memorial, are slowly turning from white to black, as biofilm - a catchall term for a group of microorganisms that come together to form slime - colonies start to run rampant in Washington DC.

Compared to the slime that occupies the Houses of Congress, black goo is benign

Thats what the OP meant.

That "Washington is now covered in slime" is an example of the literal imitating the figurative. :)

A statue got dirty, and noone knows how to clean it.
