Upgrading ubuntu is slower than just a fresh install.

And since fresh is better than refresh, it just makes sense to reinstall every six months. If you are a distro-nut like me.

Does that include time spent downloading the new iso from overloaded servers and burning it to disc?

I did download it and upgrade from iso rather than do it from the servers. I didnt burn a disk. All you have to do is mount the iso and it acts like a cd
