The book "the Golden Turkey Awards" breaks down the world of bad cinema into categories (like worst giant rodent movies, worst movies with guys in gorilla suits, etc). "The Brain That Wouldn't DIe" is a runner up in the category of "most brainless brain movies".
But even it got beaten out for the worst in category by the film "They Saved Hitler's Brain".

I think it's the ghost of Ed Wood trying to rewrite his cinematic legacy. He probably has the books piled up somewhere in order to start a bonfire.
