If I'm not mistaken, Alex weighed in on this issue shortly after I became a member. The intent of the rule was to address those who were using their posts to attach graphic tags and signatures within the body of their messages as a means of circumventing the restrictions in the signature field. The short signatories that SinsBoldly and I both use have been considered acceptable by Alex since that time, although he is free to revise or refine those rules accordingly.
As for moderating, the unfortunate reality is the the moderation has been roughly halved and is awaiting answers regarding a number of issues before certain things can be readily addressed. Hopefully once there is some clarity and resolution, then there will be a return towards the environment that WP has been known instead of a tempest in telephony.
