You have used a photograph, but stored it as a GIF.
Re-storing your 15Kbyte image as a 21% JPEG gives a file of size 2Kbytes.
Generally speaking, PNG or JP(E)G files are what to use for protographic images and also for other graphics that have lots of smooth gradient effects.
Crisp graphics, consisting mainly of patches of single, non-varying colours is what GIF is for.
In my case, I have a habit of constructing avatars with BOTH on the same image. I then have to try various formats, to see which works best. I think my worst problem was when I had the left-hand chuck doing an animated GIF, so I had to mangle my photo image on the right to use as few colours as possible, so it wouldn't take the 12K it usually eats up.
Spare a thought for people who still access WP over dial-up lines (or even over not-so-fast broadband). If a page had 15 different avatars, and they all had to be loaded - even with the 16K limit, that means a page could be almost a quarter of a megabyte, not counting anything else. On a 56K dial-up, over half a minute, if they were lucky. Your suggested 200KB could mean they had to wait seven minutes.

I don't know, as I don't use Photoshop. You can store JPEG from MSPaint. That doesn't give any control over the amount of compression, but at a guess, would reduce your avatar to 4Kbytes.

Just use Preview. You can save (using File > Save As... ) in different formats, resize the image, and crop it as well.
If you aren't using OS X....I can't help you.

oh gawd... what a dumbass i am!! !! and here i had to do all this work on the image in photoshop to get it to work... burned up almost an hour... oh well... straps are definitely worth it

lau already recommended GIMP, and if you have X11 and NOT Leopard that will work well, but last I knew X11 (and GIMP) were both a bit cranky on Leopard. I haven't really messed with it since then.
