Blake,
Sounds like either sensory overload or anxiety. It is hard to focus in school when all the kids are moving around, separately talking, when all instructions are given verbally, when there is so much to keep track of in a fast moving environment. At least that is the way I see it.
My remedy was no in-class work. Meaning, I can take any work in the classroom home and do it instead-- and no real deadlines for work. For tests, I could go to a separate room.

It could be part of Executive Dysfunction which is associated with AD(H)D and Asperger's. Here's a link. I know that paralyzed feeling very well.

I've read about it, and googled it for more, and it does sound alot like me, I asked my parents about it and they said "I have Asperger's not Executive Dysfunction..". So... I guess I don't have it; No real way to find out.

Executive dysfunction is a description of a symptom. Here's a link:

Clearly you are having some sort of problem in completing the work, and if, as you describe, this problem is limited to your time in the classroom, the issue is probably environmental. I would suggest speaking with the school counselor. He or she may be able to point you toward a plan of action that can minimize your work paralysis. It may be as simple as isolating your from your class to finish your work, or it may involve a more complex solution. Either way, communicating the existence of a persistent problem is going to be the first step to solving it.
My partner is ADHD, but he is not hyperactive. All through school he was quiet, he was never bouncing off the walls, so no one thought he had ADHD until he was in his 20s.
What you are experiencing sounds more like an ADHDer. Maybe you should talk to your school counselor. There is always a possibility that you were mis-diagnosed or that your doctor overlooked something. Your school counselor could help you figure out a way to talk to your parents about the topic, if your parents are being dismissive of you.
Good luck.
