That doesn't seem unusual to me. Of course, they have to tell you what you would be doing if hired, because you also need to decide whether the job is right for you. They don't want to hire someone only to have them quit a week later because the job is not what they expected. As for telling you they have other interviews - I agree with others, this is probably true and you should never expect an offer on the spot.
In fact, it's kind of a bad sign if you do get an offer on the spot, because it means the hiring manager doesn't think decisions through properly (probably hires more on "gut feel"), which is unprofessional, especially if they already have other interviews scheduled. It happened to me once. I accepted the job and it was the worst one I've had. (There were other warning signs that I ignored, too.)
I think calling to follow up a week later is a good idea. It's not easy to do, but remember, the worst thing that will happen is that they will say "no" - which is probably what they were going to say anyway. It won't hurt your chances of getting the job, as long as you're nice about it. E.g. don't insinuate that they "should have" called you by now, because they said they would - tempting as that is! If you ask well it can even help your chances, because it shows that you're interested. This is more important to an employer than you may think. They want someone who wants the job.
