Firstly, I would advise calming down a little and returning to the subject - just get a better outlook on the subject and see what you can try to do to change it.
I understand that a lot of autistics have some difficulties with their parents - I'd guess the first thing to do is try and discuss things with your mom, most likely through text - you're 21 years old now, so the very least you could do is ask her for more time/money from the ODSP (Since it is technically your money, after all). How long has it been since these were put into practice, if they've been there since you were 10 years old, it's likely time for a change of some sort.
That said, streaming tends to be difficult - it can be hard to gather a following, which is kind of what your source of income will be aside from ODSP money and your parents, and the closest thing you'll have to a 'standard' job (I know, standard jobs are terrible. Planning to be a writer here :3) you'll have. I'd say get your parents to give you more computer time/ODSP money, and start with a basic youtube channel - try and see if you can get a following there, and maybe then think about livestreaming.
What games do you plan to livestream? How good are you at those games? Certainly, high level play makes it easier, but above all is how entertaining the content is.
