"Privates in private" worked best here. Until he "got it" on his own, each time I noticed him starting, I directed him to his room/bathroom. Very matter of factly and without any drama. He is 12 now and I never see him doing it anymore, though I would imagine he does from listening to others (especially other boys and men).
