I'm not convinced the Gamebryo engine is at fault. Quite a few well-executed, non-buggy games were made on the engine.
I've heard some of the voice acting from a stream, and it's weird. A lot of it sounds like it was recorded on some guy's mic without any regard for recording quality or consistency.
There's speculation that this game was rushed out because the Elder Scrolls MMO sunk a lot of Bethesda's money. Whether or not that's true, I can see the logic.
e: oh yeah, I started playing New Vegas through again. With graphical mods, at 4k downsampled and with 8x antialiasing applied, and at a consistent 60 frames. There's something special about going back to a game and having it play so perfectly... it's also a far better game than Bethesda's effort. It's more structured, which I think is where most of the complaints come from. But when you get to the eponymous New Vegas it opens up. The roleplaying gameplay (ie. stat/skill checks) is way better thought out and more significant, and in general the game is more focused and has more places which are clearly thought out and have little backstories rather than being just there.
