just wondering because nes/famicom and gameboy games have glitches sometimes

Every elaborate program (game) is prone to the possibility of having glitches, although nowadays there usually is a lot of testing involved prior to sale and many games use "engines" (pre-made and well-tested toolboxes for game-creation), so it has become less likely to encounter them.
But in principle, yes, 3ds games can have glitches just in the earlier days of gaming.
If you want to artificially force them you could try using a cheating device, but it may destroy your game if you use a trial-and-error method.

Nintendo's usually pretty good about patching games, though.

Also, Virtual Console titles retain all of their original glitches, although I -think- they may have fixed some of Pokemon RGBY?

Nothing is 100% glitch-free.

All they can do is minimize them as much as possible.

I actually saw reviews of Harvest Moon A Tale of Two Towns saying that the 3DS version would sometimes freeze, which is why the reviewer recommended getting the DS version instead (which I did).

There's no such thing as a glitch free system unfortunately.
