Black on white crime has not drastically increased. Crime in the US - and especially violent crime - has been declining across the board.
From 1992, violent crime in the US has almost been cut in half, while property crime has declined by about 40 percent.

The interesting part is of course Figure 19, which - at first glance - paints an almost static picture of race and crime in the US. However, this is only because it displays the
relative offending/victimization rates, and not - unlike Figure 17 and 18 - the
actual rates.
