All I can think of right now is that part in the original 1962 film version of The Manchurian Candidate, where Mrs. Iselin gets an idea from a Heinz bottle and tells her husband to claim that 57 Communists have infiltrated the US government. Because, as Mrs. Iselin says, the point of their argument is to create a foregone conclusion amongst the public, so that the question stops being "Are there Communists in the government?" and starts being "How many are there?"

Wait, when did Baskin Robbins add 26 new flavors to their menu?
