The kyoto agreement doesnt deal with China or the US because both countries arent serious about tackling climate change by reducing pollution and choose instead to keep high pollution levels by entering into their own little deal that tackles little.

Yes, i overlooked lots of sites, because i have not found many that are not legitimate, there are few that are in a google search, most are fly by night types, personal oppinions, no name party sources, or so on.
BTW, that article i added, says that as much of 30% of U.S. air pollution does not originate in the U.S.
