No. Not at all. It makes the point that victims of rape, more than victims of other crimes, are blamed for not preventing the crime. It makes the same point as this video does:
The list goes, point for point, through rape prevention tips that hold potential victims responsible for rape prevention, and turns them round to aim at potential perpetrators. It is true that, when the list mentions sex of perpetrators, they are all men. Even if you assume that the list implied that only men rape, that is copied over from the more common rape prevention tips which are being satirised. The list stays true to the source material. Also, the logical premise "all A are B" does not imply that "all B are A". There is nothing in the list that says or implies that all men are rapists.
