The case of Serbia is interesting here. After the 1999 attack, people were telling Yugoslavia that they could never rebuild without the guardians of international finance agreeing and that all sorts of conditions would be imposed, etc. So Yugoslavia started to rebuild and they said it was impossible, it must be fake, a Potemkin village, and so forth. The agents of "technocracy" in Serbia, the G17 Plus, that called for a "government of experts" cried that reconstruction was being financed by "printing money" and claimed that hyperinflation was right around the corner. Naturally, it was not, but they tried hard to start an economic crisis. After the coup of September 2000 that ended reconstruction in Yugoslavia once and for all, the "government of experts" was set up and the G17 Plus ended up running the Finance Ministry from then on. Despite a couple of changes of government, always they ran the Finance Ministry and they did things the conventional way, the neoliberal way, and it has been the usual abject failure.
