Guns are a hazard by their very composition, legal or not.

Really the only difference is that you presuppose guns are acceptable, NBC weapons are not; while the outer side think they are both equally unacceptable.

What you wrote is actually a point against your proposition. If these materials are so impossible to handle and unsuitable as weapons, there is no need for any law and nobody will touch it. Having a ban is just expansion of government power.

In fact it is even harder for a nuke to go off accidentally than a gun. The explosive blocks must all detonate within a microsecond or the implosion is insufficient to start nuclear reaction.

But you don't want any law on bombs. You want USofA to be awash in explosive devices. They will be de-stigmatized. Then the use of one of such devices will draw less attention. You have defeated yourself.

The black helicopter theory is now passé.It's drones now.We are all being watched by drones.They are flying around the shooting range spying.This has to be the worst conspiracy theory yet.I bet the people at the range would love it if a drone was hovering around.A moving target,well Yee Haw!!And the government has secret underground shooting ranges.All the new rural post offices are built of metal so they can be used as containment centers for civilians.I had to listen to hours of this BS the other day.

I know for a fact that the Secret Service has a shooting range underground somewhere in DC - but they won't tell anyone where it is.
