Technically speaking, yes, the Kingdom of Heaven would be a one-world government. I don't think the concept of a one-world government is, in and of itself, evil. The problem with a one-world government, as human beings would create one, is that said government would be run by a human being. This is a problem because human beings universally suck. But, because God is perfect, any government he run would be perfect.

Depends on whose running it, what if Hitler or Stalin where running it?
The Bible tells us that it is in the image of the Devil so it wont be very pleasant, but in various parts of the Bible it tells us it only has authority to reign for 42 months.

The Kingdom of God however, will be run by the Jewish Messiah, Jesus Christ, he has allready revealed at his first coming, the sort of ruler he will be.
